Israelis may not care sufficiently about the suffering of 60k people displaced from their homes. But they care much less about the security risks of a Palestinian state next door (given the current attitudes of Palestinian society). If we make it easy for a withdrawal to take place, we increase the chances of such risks in the future. Taking the chance of 60k unhoused refugees from the West Bank is much preferable to taking the chance of 6 million refugees from constant rocket fire on Jerusalem and Tel Aviv. Thus, we should do nothing to prepare for hitkansut. Not because we don't care about the 60k, but because we do care about everyone.
